LEGAL NOTICE

ANNUAL ELECTION OF THE Garrison Fire District

NOTICE IS HEREBY GIVEN that the Annual Election of the Garrison Fire District will take place on December 13, 2016 between the hours of 6:00 p.m. and 9:00 p.m. at the Garrison Firehouse located at 1616 US Route 9, Garrison, New York 10524 for the purpose of electing the following fire district officers:

One Fire Commissioner for a five (5) year term, commencing January 1, 2017 and ending December 31, 2021;

One Fire Commissioner for a four (4) year term, commencing January 1, 2017 and ending December 31, 2020;

One Fire Commissioner for a three (3) year term, commencing January 1, 2017 and ending December 31, 2019;

One Fire Commissioner for a two (2) year term, commencing January 1, 2017 and ending December 31, 2018;

One Fire Commissioner for a one (1) year term, commencing January 1, 2017 and ending December 31, 2017;

One Fire District Treasurer for a three (3) year term, commencing January 1, 2017 and ending December 31, 2019.

Pursuant to Town Law 174(2), the person receiving the greatest number of votes for the office of fire commissioner shall be elected for a term of five years; the person receiving the second highest number of votes shall be elected for a term of four years; the person receiving the third highest number of votes shall be elected for a term of three years; the person receiving the fourth highest number of votes shall be elected for a term of two years and the person receiving the fifth highest number of votes shall be elected for a term of one year.

All candidates for a District Office shall be residents of the Garrison Fire District and not convicted of any degree of arson. Persons seeking office must file a petition signed by not less than twenty-five (25) qualified voters of the Garrison Fire District stating the position they are seeking with the Secretary of the Garrison Fire District, at 1616 US Route 9, Garrison, New York 10524. Such petition must be filed with the Fire District Secretary on or before November 23, 2016. Petition forms are available at the Town of Philipstown Town Clerk’s Office, at Philipstown Town Hall 238 Main Street in the Town of Philipstown or from the Secretary of the Garrison Fire District at 1616 US Route 9, Garrison, New York 10524.

NOTICE IS HEREBY FURTHER GIVEN that at such annual election the following Resolutions of the Board of Fire Commissioners authorizing the establishment of reserve funds shall also be submitted to qualified voters of the Garrison Fire District for approval:

RESOLVED, that pursuant to Section 6-g of the General Municipal Law, as amended, the Garrison Fire District does hereby establish an Equipment Repair and Replacement Capital Reserve Account for the purpose of accumulating the capital reserves of the Fire District for the purpose of maintaining, repairing, improving and replacing the equipment of the Fire District.

The fire district treasurer is hereby directed to deposit moneys of this capital reserve fund in a separate bank account to be known as the “Equipment Repair and Replacement Capital Reserve Account.”

The fire district treasurer is authorized to invest, from time to time, the moneys of this fund pursuant to Section 6-f of the General Municipal Law.

No expenditure shall be made except upon authorization of the Board, which authorization shall be subject to a permissive referendum, and it is further

RESOLVED, that pursuant to Section 6-g of the General Municipal Law, as amended, the Garrison Fire District does hereby establish an Apparatus Repair and Replacement Capital Reserve Account for the purpose of accumulating the capital reserves of the Fire District for the purpose of maintaining, repairing, improving and replacing the apparatus and motor vehicles of the Fire District.

The fire district treasurer is hereby directed to deposit moneys of this capital reserve fund in a separate bank account to be known as the “Apparatus Repair and Replacement Capital Reserve Account.”

RESOLVED, that pursuant to Section 6-g of the General Municipal Law, as amended, the Garrison Fire District does hereby establish Building Repair and Replacement Capital Reserve Account for the purpose of accumulating the capital reserves of the Fire District for the purpose of maintaining, repairing, improving and replacing the buildings and grounds of the Fire District.

The fire district treasurer is hereby directed to deposit moneys of this capital reserve fund in a separate bank account to be known as the “Building Repair and Replacement Capital Reserve Account.”

The fire district treasurer is authorized to invest, from time to time, the moneys of this fund pursuant to Section 6-f of the General Municipal Law.

No expenditure shall be made except upon authorization of the Board, which authorization shall be subject to a permissive referendum, and it is further

RESOLVED, that these resolutions are subject to a mandatory referendum as provided by Section 6-g of the General Municipal Law and shall be included in the election to be held on December 13, 2016.

NOTICE IS HEREBY FURTHER GIVEN, that at such time and place, the following Propositions shall be considered:

Proposition 1: Shall the Garrison Fire District establish an “Equipment Repair and Replacement Capital Reserve Account” for the purpose of accumulating the capital reserves of the Fire District for the purpose of maintaining, repairing, improving and replacing the equipment of the Fire District?

Proposition 2: Shall the Garrison Fire District establish an “Apparatus Repair and Replacement Capital Reserve Account” for the purpose of accumulating the capital reserves of the Fire District for the purpose of maintaining, repairing, improving and replacing the apparatus and motor vehicles of the Fire District?

Proposition 3: Shall the Garrison Fire District establish an “Building Repair and Replacement Capital Reserve Account” for the purpose of accumulating the capital reserves of the Fire District for the purpose of maintaining, repairing, improving and replacing the buildings and grounds of the Fire District?

Any elector of the Garrison Fire District who shall be registered voter with the Putnam County Board of Elections on or prior to November 18, 2016 and who shall have resided in the Garrison Fire District for at least thirty days preceding such election shall be qualified to vote.

GVFC Delivers Pizza

With Peter von Bergen finding it difficult to move around following his back surgery a couple weeks ago, and unable to attend the general membership meeting this Thursday, President Jamie Copeland suggested we drive down to his home and deliver in person the gluten-free pizza that is Peter’s usual membership meeting fare.  The trip was also a good test run for our new 15-2-2, which had to negotiate Peter’s very narrow Lewis Lane access road.
